We’re pleased to share that our redevelopment of 13 and 15 East Market Street has been awarded a tax credit through the Pennsylvania Department of Community and Economic Development’s Neighborhood Assistance Program (NAP), under its Enterprise Zone Program (EZP) component.
The award was part of more than $71.5 million in NAP tax credits for 443 projects across Pennsylvania, announced by DCED Secretary Rick Siger on October 19, 2026. The Neighborhood Assistance Program encourages private investment in communities, and the Enterprise Zone Program component supports investment in designated enterprise zones like downtown Lewistown.
What it supports
The project is restoring the 1917 Fosnot-Wilson Building at 13 East Market Street, on the corner of Monument Square, as the new dining room for The Square Cafe & Bakery, and building a new kitchen, bakery and outdoor patio next door at 15 East Market Street. Together, the two buildings will give one of downtown’s best-known businesses room to grow, right on the Square.
The tax credit helps offset the cost of a project like this, from uncovering and restoring original leaded glass and woodwork to building new from the foundation up next door.
Thank you
Special thanks to Downtown Lewistown Inc. (DLI) for their help preparing and submitting the tax credit application. We’re also grateful to DCED and the Commonwealth for supporting downtown Lewistown.
Construction is on schedule, and The Square Cafe & Bakery plans to move into its new home in early 2027.
